When citizens can see where money goes, misuse becomes harder to hide.

* Financial literacy

* Critical thinking

* Civic responsibility

12. Local government

Empower local bodies but require:

* Independent audits

* Public budgets

* Citizen participation

* Performance dashboards

13. Performance-based bureaucracy

Measure officials using objective indicators such as:

* Complaint resolution time

* Citizen satisfaction

* Project completion

* Audit findings

* Departmental efficiency

Promotions should rely more on measurable performance than seniority alone.

14. Strong independent institutions

Key oversight bodies should have:

* Financial independence

* Operational autonomy

* Transparent appointments

* Parliamentary oversight

* Judicial review of their actions

No institution should be above accountability.
