Any minister who fails to substantially fulfill the commitments made in their election manifesto during their term. should be subject to a penalty of ₹1 crore and five years of Jail. At the end of their term, an independent public evaluation should be done by nation's youth, through transparent and verifiable system so that everybody agree on it.
